Women and Water

On the International Women's Day (March 8), we asked our newsletter subscribers this:

"The world over, organisations working on water management (and in other areas) express that ‘women’s participation’ is one of their key objectives. But has the idea become too much of a buzzword, and been appropriated into formal procedures (‘log-frames’/ ‘project documents’…) in a way that has made it lose its meaning? What are your experiences?"

-This is true, and a danger associated with any effort to institutionaliz e such goals. It is unwelcome, but also difficult to avoid.

--I do not think we have still found the right way for women to be involved from the planning, implementation to the management of water and sanitation projects. It is indeed a long road ahead but it has to be persisted with. The Dublin principles for water management still remain valid as do the Bellagio Principles for sanitation.

This is tricky. Yes, the concept has been co-opted. But also yes, there are many many individual examples all over the world where genuine participation has been achieved.

There is a big differnce between gender mainstreaming strategies and real women's participation. All too often women are "only" seen as the victims and not as actors in their own right. In that role they still lack facilitation and being taking seriously. Women for Water Partnership actively emowers and enables women to fulfill their own roles and implement their projects. The approached used (bottom up, demand driven, capacity development) makes sure projects are sustainable and fitting demand. More women's organisations should be supported directly with funds and expertise and so "paper" ideas become a reality
